Occupational Safety and Health Consultants Register

Lord Young's report Common Sense, Common Safety, published in October 2010, encouraged the use of sensible and proportionate advice. It also recommended that all safety and health consultants should be accredited to professional bodies and that a directory of accredited consultants should be established. A minimum standard has therefore been set and all registered consultants are committed to providing sensible and proportionate advice and are bound by a professional code of conduct.

Occupational Safety and Health Consultants Register

Robin J Carver, the principal at Health & Safety Compliance Engineering, is among the first to have been entered on the Occupational Safety and Health Consultants Register and, in the context of this register, is recognised as offering sensible and proportionate advice on machinery safety:

  • Helping clients understand what health and safety law requires;
  • Helping clients understand how they can help them;
  • Ensuring that clients understand how to raise any concerns relating to the advice that they have received;
  • Exercising professional judgement to decide what action must be taken in a particular situation. For example, what is reasonably practicable to ensure safety, considering both the extent of the risk and the resources involved in averting the risk (whether in money, time or trouble);
  • Distinguishing between legal requirements and best practice (ie the 'must do' and the 'could do').

European Network of Safety and Health Professional Organisations

In addition, Robin Carver has been accepted as a part of the European Network of Safety and Health Professional Organisations (ENSHPO), which acts as a forum for occupational safety and health professionals, and is registered as a European Occupational Safety and Health Manager with the added title EurOSHM.
